None of the characters in these games get enough screen time. 16 people competing for the script's attention is just too many. People get accused of forcing personalities onto Shuichi, Amami, Kirumi Etc.
But it's not their fault, each character might have less than 1500 words alluding to their actual personality, compared to 3000 words explaining to the player what the fuck is going on The setting is simply too contrived. We spend so much time explaining that yeah the bear can basically do anything and the school is like this that and the other that actual interactions between characters mostly get shafted

The plot is a vehicle to deliver the player to an encounter with Junko's tits. No more and no less. The real Danganronpa is the friends and enemies you make along the way to the climax (the climax is Junko's tits).
