There is no other answer. There is Blackwake, I guess, but that's just a pirate ship combat game. Doesn't give you the full pirate experience.

The Risen games are janky fucking trash with aggressively terrible combat and bugs. Sea Dogs is undercooked eurojank. Sid Meier's Pirates is decent but too old to compete with modern games.

reminder there was going to be an open world RPG pirate game using the POTC IP called Pirates of the Caribbean: Armada of the Damned but Disney cancelled it because it was "too adult" and shut down its studio as well as several of its other game studios so they could repurpose them into mobile gaming.

Sea of Thieves is a glorified mini-game. Even Sid Meier's Pirates!, a game from 1987, had a sense of progression that it lacks.
