here's some facts, anyone that says it's perfectly safe or a ticking timebomb are both trying to sway you
it has the potential to be very bad, however nothing has been found so far that could be used maliciously (doesn't mean it won't be found in the future)
you can uninstall it at any point, however will need to install it again and reboot when you want to play
they say it doesn't gather any information beyond what LoL's client already did, which is likely just the standard amount for online games
they say they had multiple outside security teams take a look at it before releasing it, meaning any issues that they would have found are likely already fixed

The instant it becomes widely known they actually fuck with your computer the entire company would be in shambles, they would get sued many times over and people won't trust them anymore. Its just poorly thought out, they pretty tried to, for better or worse, make an anti-cheat with zero workarounds, in reality though there's probably always going to be one. Vanguard itself is very light on resources, and it does nothing currently in terms of compromising machines with kernel access

In itself it probably isn't inherently bad or malicious, but it has too much access to your machine. The driver loads before you log in, it has more access to the damn OS than you do.
The only other non-OS thing that should generally run at that level is anti-virus. Now, the real danger is if it's compromised. Anti-Virus applications are made by reputable, certified, experienced companies whose whole business model is this thing they put on your computer being rock-solid secure. Vanguard on the other hand is made by a small sliver of a game company with outside input from grey hat game hack makers.
Kaspersky was removed from government machines or any company that had government contracts for the very inkling they were related to the Russian government. Riot is owned wholly by Tencent, which is damn near an arm of the Chinese government.
In the end do what you want - it's probably not bad right now, but it's a very appealing target to compromise, and when it does get compromised, you probably won't be able to get rid of it anymore without just re-imaging the PC.

I don't know why you would create fan software that runs at 0% when disabled rather than 100%. Obviously it's not ideal and you can't run it 24/7 for months on end like that, but your PC won't die if the controller gets disabled, you'll know something is wrong and you'll be able to fix it.
