It's because they dont know the first thing about fighting games, what goes into them, balance, etc.
Only reason why 4GO was even possible was because Rie Tanaka plays FF XIV and told Tsunako about it...

Just have them contract it out to another dev like Arcsys and just provide the art and basic ideas to the characters like Neptune being a basic rushdown, Uni being a zoner, etc.
