Reaction to paid mods pissed people off so they packed up their stuff and either left or locked it behind Patreon accounts.
Complexity of titles means adding "new" content is exponentially more difficult, while the easiest way to get attention is to slap a pair of titties on the hottest character and call it a day.
Also the TES community for forcing paid mod bullshit and drama which is slowly corrupting other smaller mod communities.
Depends on game user. Skyrim, Fallout and other games has cool mods which includes new quests, gameplay and etc
It's not complexity. It's middleware like Havok that prevents mods if used extensively in games.

There's still a ton of games with robust mod communities. It really depends on the engine and tools available. It's really hard to do anything beyond resource swaps when you've got no tools.

Games aren't as mod friendly because it's all console ports.
Big AAA releases discourage modding because when a game costs so fucking much to make, the suits calculate that it makes more sense to limit new content to paid stuff made by official devs to maximize profits - hence, no modding tools available for community. The only AAA games that allow for proper modding today are Bethesda’s, and even they probably hold onto it just because they are afraid of completely pulling the plug for mod support because it has been such a big thing with their games (hasn’t stopped them from trying paid mods, still).
But then again, many smaller and more niche games still have excellent modding scenes that are just as lively as ever, so better look there if you want to see community effort.
When I say complexity I don't mean game mechanics, just the platform its built around.
Havok isn't even that widely used anymore and i'm not sure how the physics engine is supposed to prevent modding outside of making clothes mods a pain in the ass.
This, buried in the EULA of any modern game is something about how making mods and poking around code isn't supported and making vague threats of C&D.
I'm not really a modder, only modded Demon's Souls so far but people constantly give me shit because I apparently ruined the game and the original version is better. I think most people nowadays have a completely warped view of what mods are supposed to be.
Not a problem if you release the mods anonymously. What are they going to do? They can't do shit. Host the mods on some russian website and email a picture of your dick back to the legal team that tries to send you a C&D letter.
This, DICE and EA cited that frostbite was too hard to mod when they released BF3, but now we all know the real reason.

Game creation has gotten so easy with shit like unity and unreal engine that modders have decided to just make their own games instead of adding new stuff to old games
Why mod a game when you can spend about the same amount of time and make your own game using the same engine? That is what a lot of overhaul modding was back in the day. What changed is the developers made their engines easier for everyone to work with.

that's because if they shut down modding, they'd actually have to release finished products. with modding, they can just rely on their sucker fanbase to fix the games themselves for free.

The current generation has very little programming skill. It's easier than it's been in 20 years to mod games and make private servers, too.
-Skyrim just got new animation framework.
-New Vegas just recently got a massive quest mod; with a new one on the horizon.
