If you care that much about having specific villagers, honestly you should just spoof amiibos to get them in. Doing that with blank stickers is something any retard can do and without the stickers it can't be that much harder.
And if you don't want specific villagers, I admit you're kind of fucked if you already set all the house plots, but if you spam tickets you'll get somebody decent every 5 or 6 islands.
