An open-world Punisher RPG. Divide a city into gang controlled sections that need to be systematically punished. Taking out a gangbanger reveals a local lieutenant, take out a few lieutenants, find the shot caller, eventually rid each section of the mob boss or cartel don or dirty cop syndicate to "clean" sections. The game monitors homicides kind of like law breaking in GTA, and when an area gets too hot, increasingly difficult police presence can go from armored patrol units to swat to national guard to full blown man hunt. Earn XP killing criminals to unlock bigger and better weapons and Micro gadgets. Perform hits. Sniper shots. Listen to CB radio and police scanners for clues and tips. Complete free range, open world, Punish as you see fit. Like Sims/Minecraft with a burgeoning malware/criminal element trying to spread. Could have a Moon Knight and Daredevil DLC. Team up story line. Cruise around in a murder van. Target groups at your pleasure. The "story" is to just keep mowing them down. Some sort of tally system. Conquer a cartel or gang and others will put a hit out on you and then supers or metas start to chase you to keep it interesting. I could go on and on.

Make a new Manhunt game that could hopefully borderline an A rating.
Also introduce a new IP besides stealing cars and horses

Fire Todd Howard once the deal is done and hire Josh Sawyer, Chris Avellone and John Gonzalez to make the best goddamn Fallout games ever.

The RAGE would also need improvements and make sure it doesn't feel so clunky like like RDR2 with much better first person implementation.
