Sega was fucked before the dreamcast even came out. Didnt help that sega of japan hated sega of america for being successful and soj tried to screw them over at every turn.
It had everything to do with the DVD player. They were expensive at the time and combining a DVD player with a video game console that's the successor to last gen's winner AND can play its predecessors games was an absolutely irresistable concept even for people who didn't play games. It was full on multimedia now and leveraged the entire film industry against Sega. Not to mention Sega shot far too early. If they had sat on the Dreamcast and tweaked it a little more and released it in 2001 or so, it probably could have held up, but since it was already aged by the time the 6th gen went into full swing nobody fucking wanted it. It had fewer features, less power, and fewer 3rd parties backing it. A packed in modem would have been huge in the early 2000s, especially since the Xbox was charging you for online so it could have easily taken it on that front.

Company was already fucked and it turned out no software/hardware sales could save them. I enjoyed it when it was 'alive' but the axing of the system early '01 was not super surprising.
It always felt like an 'in-between' system to the point where I will sometimes accidentally lump it in with the 5th gen.
The ps2 was 300 at launch while there are cheaper DVD players in that catalog
