That's precisely the point, they still look good so touching them up doesn't really require much effort. Mafia 1 would require a complete remake.

Mafia is a finished game. It had a bunch of cut content too but it wasn't particularly meaningful. Mafia 2 is blatantly unfinished so a developer cut of the game would have helped the overall experience tremendously. We all know it's going to be nothing but few visual touchups and all DLCs bundled with the game, though.

DLC was absolute trash.

Lots of features. Public transport (present in the first game), melee weapons (present in the first game, you could unlock them in the demo), taxis, shooting from the car (present in the first game), more advanced lockpicking mechanics, lots of missions and side content (why was Giuseppe useless?). The prison section was obviously cut, so was pretty much all content after you got made (it only showed a cutscene accompanied by "Let the Good Times Roll"), so was the ending.
Have you seen any pre-release trailers? Two of them, "human animal" and the christmas scene, were supposed to be in the game, as far as I know. Here is a video with both: youtube.com

I liked the game myself but the bitching on release was due to two reasons: people (retards) who expected it to be a GTA clone and people who knew about cut content.
The original was more than just comfy. Mafia 2 wasn't bad. It was a good game but the way 2K butchered it was disgusting.
