Technically it's a video game because even if it's shallow, it does have a gameplay.
On the other hand, CharaStudio is 100% not a game.
It comes down to this, and most people completely ignore the game part so I'd say in the end it's a tool with a game slapped on it.

I couldn't get into Koikatsu because of this reason, the autism put into the AA2 mods have made it look really good, I perfectly recreated my dream waifu in AA2 but not in Koikatsu

It has no real gameplay. The porn also isn't especially good, though it's not awful like some other H-games. I don't think it's worth wasting your time downloading/installing. It tries to look as much as possible like anime but the tech is not there yet.
