Why wasn't Nack in SA1? He was basically a part of the main cast that that point.

That would be cool but how would that fit in SA1's story? Anyway he was considered for Sonic Heroes and when that didn't pan out, Fang was donezo.
Fang could be trying to get the emeralds, so he'd snag the emeralds before Sonic and Tails got them, attack Chaos to try to take the emeralds out of him and pick up any Master Emerald shards along the way for a fight against Knuckles.

Honest answer? Sega completely forgot about him by the time they started developing Adventure. He's a great character but he was only ever used by B teams and other studios. Iizuka didn't even know he existed when asked about his absence.
He was appearing in spinoffs all the time and he was set to appear in Sonic Xtreme, it's reasonable to call him the 7th most prominent classic Sonic character.
I went to /sthg/ and brought up game discussion; literally among the 500 replies it was overshadowed by nothing but cooming and being horny about Sonic characters.
The number of his appearances isn't that far from the rest.
