Morrowind, at least in some parts of the island.
Baldur's Gate 1 is peak low level D&D comfy adventure game.
Gothic 1 & 2 are great but the worlds aren't comfy, at the start everything fucks you up. That's not comfy, that's danger.

Unironically Witcher 3. Novigrad is probably the best realized city in any RPG ever, maximum comfy wandering it's streets and alleys in the evening.

Every single time. Janky ass piece of shit game can barely manage combat nevermind a fully populated city.
It's outlandish and alien feeling yes, but that's only because half the time it's bugged out so hard you can't tell whether NPCs killing themselves in ridiculous ways is normal du*mer behavior.
