He's not crippled, just that his injury (which was caused by Kamoshida) didn't get proper athletic rehab since the track team was disbanded shortly thereafter. In terms of being a normal person his leg is fine, but in terms of being an athletic competitive runner he's far behind what he used to be capable of.

His leg was smashed by Kamoshida, it healed but he will never run as good again. He wants to run because he 1)wants to hang out with you 2)wants to hang out with his old running pals and make peace with them 3)wants to do the only thing he considers he can do well

It's explained during and after Kamoshida's awakening, and in the first rank or 2 of Ryuji's confidant. When Kamoshida was hired, he was assigned to coach volleyball and track. He didn't want the track team to overshadow the volleyball team, since he himself was a volleyball player and the track team was actually legitimately good at the time. So he continuously shat on Ryuji due to the situation with Ryuji's dad until eventually Ryuji got angry enough to go after Kamoshida, at which point he broke Ryuji's leg out of "self-defense." He then used that excuse to have the track team completely disbanded, leading to Ryuji being ostracized by the rest of the school as the guy who fucked over the track team.

To actually respond seriously for a moment, it wasn't exactly like that. From even as early as Madarame's palace, Morgana was beginning to question what he was. Those nightmares were making him believe he wasn't even human but something dark and sinister. Then, after Makoto and Futaba join, Morgana's worth in the group drops (in his eyes) when they can do what he does better. He doesn't snap because Ryuji is bantering back, they've been doing that all game. It's because Ryuji is calling him worthless, hitting him in the place where it hurts most. Morgana comes across as very self-assured early on but it's pretty clear that he was scared of becoming useless to the team and abandoned. Plus, ultimately he apologizes for his actions and returns. I thought it was fine, even if solved a bit too quickly.

That one incedent was just the trigger. He was already feeling useless after Makoto took his advisor role and then Futaba took his support roll.
