The sad thing is there was no such thing because most companies actually just developed a game and moved on for the most part.
It really only should be used on a series by series basis.
If you've got the basics down for a series or I guess even just develop the same genre of game every time, then you should make an engine but if you're doing different games just do it from scratch and stop being lazy.
