I played a few of those 3d ones like Glory of the Roman Empire, Imperium Romanum and CivCity Rome. Been meaning to give the Caesar games a try because I did like Emperor and Pharaoh.
My favourite Anno is still 1503, if only they added multiplayer, that would have been great.
Pic related is Glory of the Roman Empire, Imperium Romanum is the better looking and more feature rich sequel, but this particular game has gotten me through some dark times where I needed to unwind.

idk its pretty hard to pick, mainly because I haven't played one of these games in over 10 years.

harbor ones and the qol network mods

Anno 1800 definitely. Most of the other modern ones turn into traffic sims, but I love the supply lines of Anno. I've heard it called an 'efficiency simulator' and it placed along with Factorio instead of other city builders, and I don't disagree.

Can't wait for Africa.

SimCity3000 has a ton of issues, but easily the most Soul

The only real mod it needs is the traffic mod.

It's on the weekly deal highlights and has an 85 with almost 10k reviews. I mean, I think I'm finally gonna get Kenshi or wait for Planet Zoo to go on sale instead, but 'poking through' wasn't quite right.
