Seriously, all you need is a half decent handheld. Some marketing. Get some developers on board with it, fund some smaller indie companies to make exclusive titles for the thing. Make it all digital or pair with limited run games for manufacturing physical titles you order online.
There's gotta be room in the market with Nintendo being the only one. Make it easily accessible to homebrew as well (but secure to avoid piracy), so people can load it with emulators easily convincing a lot more people to buy your system.

N-Gage was actually taken seriously for a while, I was a kid when it released, people only memed about the "side-talk" aspect of the original model but the device was seen as a milestone for handhelds, even if it ended up failing. Ouya was a meme from head to toes, it was never respected.
