They should have just stuck to a level of visual fidelity that the systems could actually handle.

I remember playing San Andreas on PC some years ago. Physics go wonky at 60 fps, and one of the things that happens is the seaplane can't take off from water. Had to turn on framerate limiter down to 30 to temporarily unfuck the physics and I legitimately felt nauseous, no exaggeration.
30 fps is outright unplayable. I'd sooner turn down graphics to minimum and resolution to 800x600 than play anything at 30.

Because in still screenshots fancy high-res graphics with tons of detail are way more impressive to smoothbrains than the knowledge that the game will run smoothly. Even watching gameplay videos doesn't give a proper feel for it since a gameplay video could be running at 24 fps and still be "cinematic" and nice to watch since ou're not having to connect what's happening on screen to your own control inputs.

ran at 30 on PC. Even checked with fraps becaause I just couldn't believe how awful it was. Except even with video it's blatantly obvious when the framerate is 60. Any time a YT video is at 60fps I instantly notice. But yeah. Graphics are easier to market than performance, which is why graphics will always take priority over framerate, AI, gameplay, performance, and just about every othther aspect of a game.

Oh yeah, I'm not saying you can't see a difference between a 60fps video and a 30 fps video on youtube. But while simply watching at 30fps or even as low as 24 is bearable, actually attempting to play at 24 feels like you're trying to control a powerpoint presentation.

It might be somehow converting 25 to 30. But it does render at 25 on both PC and PS2. GTA III and VC ran at 30.
