in its current implementation it is a meme since it tanks performance for tiny effects you won't notice, but once the hardware is mostly RT cores or equivalent and AI upscaling is no longer needed for some semblance of performance then it will stop being a meme. minecraft RTX is an example of ray tracing almost not being a meme, but it lacks correct textures and isn't performant enough to use for everyday playing. If the 3000 series rumors are true (and they appear to be) then it will get a 2-4x performance gain or so and will stop being a meme for that particular game.

With 7nm ampere cards turing rtx seems like what it really was, a stepping stone to the real deal.
It gave devs like remedy opportunity to test it out, give people a glimpse of what it can offer and 2021 is the real first year of rtx.

No, but the current RTX GPUs are only powerful enough to do some very basic raytraced reflections and shadows. The majority of lighting is still rasterized.

next gen consoles both seem to support some sort of hardware raytracing, so devs will probably start supporting it enough now for it to stop being a meme.
