He was basically going to travel planet to planet doing the same thing. While Sephiroth may have had his own will and intentions, it's clear he's following Jenova's MO.

He was infected with Jenova and the entire point of his character was making ambiguous whether he was doing his plan or of free will or out of Jenova's will.
