Because people are scared to spend money on porn due to the lack of quality it's associated with ESPECIALLY in the west.
Most people who don't watch many movies (or care about them) can still name a decent number of actors/actresses. People who don't watch a lot of porn probably can't name more than 1 porn actor/actress.
The last time a porn movie was considered "good enough" that it got recognized by mainstream media was 50 shades of grey.
Many people would refused to be PAID to read 50 shades, why would they pay someone else for something they have no reason to believe will be of better quality?
The fact is, people don't want to pay for porn, and won't until there's enough of a quality guarantee in the genre that they think it will be worth it.
Also, most people don't think "getting off" is a high enough priority. I read a bunch of free smut online, but I don't think I would buy a book unless I knew for a fact it appealed to my fetishes perfectly, and even then, I would likely rather just not spend any money and use my imagination/free options rather than spend it.
