Konung. The game has a very robust potion system and those potions are the only form of "magic" the game has which leads to them being very powerful.
I don't think I know any other game that does that to such a degree.

On a notion of simply "strong potions", many roguelikes tend to have them. They blend in with all the other mechanics you usually have to work with but in games like ADOM and (less so) DCSS potions can be quite powerful.

I actually think that's a very interesting topic. I like when a game does something interesting with "magic". Very few games do that.
