The Paper Mario folks said it clearly in some GameXplain interview that if you want RPG go to Mario & Luigi (even though they did the RPG first). I don't know if Nintendo themselves ever said this though

Exactly, you play levels and progress with boss fights and chapter ends. They bloat the coins out for everything else. It’s an inventory RPG like Rivera the promised land, but not even as good. Sticker star theoretically works better this way as a portable game but it loses the depth the badge system had.

Literally NOTHING will be different because we're so close to release, at best you can expect some minor text tweaks or textures but nothing that will be a major overhaul like introducing exp system this late in development.

I'm not sure about this, but I do wonder. The reason there's no exp in Sticker Star is because your reward was the coins and the stickers you got (even tho you got those outside of battle too). Same with Color Splash, but they added the hammer scraps as well, I feel as a quick way to appease the complaints while not actually having to add an actual leveling system.
Since this game has a regular command menu instead of a consumable attack system, they will need something to reward you with when winning battles. I still don't think we'll get a regular leveling system resembling the old games cause they still seem scared of turning this into too much of an RPG, but who knows. They're still purposefully keeping some things under wraps.

Paper Mario franchise has 5 games under it's belt. 3 of them are shit. That alone is plenty of reasons to go ham until proven otherwise.

I’m not one of those who bitch about it being all toads, or the lack of partners (I do hate that though) or even the lack of a darker tone like older PMs. I simp for the badge combat system and stylish commands. The badge system not only let you do builds and customize your play style, But it was exciting finding them and getting new abilities, color swaps, SFX badges and incorporating it into an actual dungeon but also being able to beat his ass without it. it was paper Mario materia.
