The point the Courier is making is that as an Empire gets bigger, it gets stretched more thin and thus is far more likely to crumble. We've seen historical examples of this ala Mongolians, Romans, Persians, Alexander etc. And if you pay attention, Lanius doesn't respond by simple saying "Okay I'll leave and never return" he essentially says that the Legion will retreat for a while and fortify its own borders and strengthen the influence in its own land before returning to conquer the west.

its worth pointing out that the reason the legion was able to get a foothold in vegas in the first place was because the NCR IS stretched too thin, so its not out of the question that the courier could use the NCR as a point of argumentation

Caesar pushed hard to attempt to annex Vegas despite being unprepared because he's getting old and wanted "a Rome of his own."
He's also arrogant enough to believe he'll be able to conquer the east again, or maybe he doesn't give a shit about the east.

When you confront Lanius, as an enemy, the Legion's campaign has already failed, so Caesar can't just rebuild in New Vegas and has to retreat and hold the east.
