Yes, ROM Sites, ROMS, the key word there. He called you an idiot for a reason because you're uneducated. Unless a emulator uses proprietary code from the companies platform that its EMULATING (like how PS1 and PS2 emulators needed bios in the past) the emulator is completely legal because it contains absolutely no code from the thing its seeking to copy. This is why clone systems can be sold, it falls under the same area of legality. It's all created to emulate the real thing, it doesn't use any software or hardware that the companies who made the original systems made.

ROMS however are actual dumps of games, they're the actual intellectual property of the company usually who are claiming copyright of them. This is why ROM sites get taken down, not the emulators. This is why things like ROMhacks never get challenged, where as full fangames like Another Metroid 2 Remake do. A romhack is usually a addon or patch for a game that is the sole creation of the fan, whereas a fangame usually uses actually copyrighted assets.

tl;dr emulators are legal, you're a retard. You have reading to do.
