Survival horror used to be incredibly varied and different back in the 90s. It wasn’t always just tank controls
I’ll never understand why fatal frame didn’t get huge in the west since it came out around the time when J horror was big and it even implemented first person gameplay into its combat.

Something innovative will come out and break the current model of horror games. This happened before with Resident Evil and Amnesia/Slenderman. It's a cycle and we're in the boring phase of it.
Poor distribution. If you weren't part of online circles or very lucky, chances are it never showed up in your local store.

WoH is a poor example, that game stops being creepy and starts being comical half an hour in.
Guns are fine.
Just don’t resort to just making a shooter.
I'd say Condemned is a good example.
Guns are flat out overpowered and kill everything on one shot.

I don't understand horror snobs. If something is scary, it's scary.
Good horror has lasting power, even after you turn off the game. Second playthrough is still as unnerving as the first even if you know what's going to happen. For me it usually ties to sound design, the two scariest rooms in Silent Hill series have no enemies or traps, it's just spooky sounds and music.
I think this is just a standard cope for betas who can't handle horror, so instead think that a cool soundtrack and windmills are true horror.

It's the athmosphere and the waiting for something. I've played a wide variety of horror games, from walking simulators, to jumpscare factories, gore-fests and classic tank-control ones. The ones that are still scary after the first playthrough are usually the ones with heavy athmosphere, good story and good sound design.
For example Dead Space 1 one was scary because of it's environment, the fear of unknown and the plot. I got used to the necromorphs and gore very quickly because there was so much of it. Many good horror games have very little combat, because otherwise you would get used to it. Jumpscares are scary only when you're waiting for it, if it comes out of nowhere you just jump and then everything is okay again.
Everyone has their own tastes, this is mine. But you shouldn't brush aside opinions from genre fans, they usually have a good insight into the genre and it's developement.
I like the genre too, but Silent Hill? not scary, just comfy.

Not every game is for everyone. Luckily the horror genre is very varied in this day, it used to be more limited by traditions.
