A laptop does not provide any of the comfiness a handheld does, it is way too big for a pocket and you need decent space to use one, or to sit upright with it in your lap. That being said the switch also sucks as a handheld because the flat skinny form factor is awful and it's too big (even the lite).

It's not "allowed" though. In most places piracy is illegal, but it's just that actually enforcing it is something that's more effort that it's worth because the actual % of the gaming market as a whole who would constitute "lost sales" due to switch emulation existing is probably incredibly small.
