you're approaching it wrong, the horror comes from you SURVIVING enemies. They have to be threatening enough and scary enough, but not annoying to fight.
If you want killing things to be scary you'd have to add some mechanic where killing a thing makes them possibly more dangerous. RE2re has zombies play dead, and killing them summmon bigger guys like lickers and Mr.X, while re1 remake has zombies you don't decap turn into crimsons. You could also potentially have killing an enemy release virus clouds that could potentially infect the player or other people. But youi'd have to be careful so as not to make it to overwhelming.

Jump scares are unironically based
A horror game relying on jump scares to induce fear in you is like a comedian coming up and tickling you to make you laugh instead of telling a good joke.
Here's the gist of what I'm talking about. I had this idea for a game where you controlled an operative going in to face off against a cultist militia. However, the other operatives and soldiers are rapidly killed off by the cultists and their biological and spiritual horrors.
You're now alone, stranded behind enemy lines in a massive industrial complex, and are forced to witness the human heart at it's darkest.
It sounds like a horror show, and it is. But not for you. For the cultists and their monsters. Our protagonist will witness and do battle with all sorts of horrifying things, and yet the fact that seemingly none of it can slow him down isn't glossed over. He is, by all accounts, a normal man, and yet he's managing to kill the fuck out of things that should've torn him into ribbons a while ago.

The horror would come from the creeping certainty that the protagonist survives because he's getting off on the violence and the gore, and I think it would go without saying, we would have to prod the audience into questioning whether it's real or all in his head. No answering that question though. We want \v\ threads where they just post picture of protaganist and ask "was it real?"

There has NEVER been a "scary" video game that actually got under my skin and I was still thinking about it days later.
Why are video game developers such fucking amateurs?
By disempowering the player. No checkpoints either, players need to actually have stakes when it comes to being in danger and a big loss in progress always works. This forces people to actually pay attention and tread carefully when they explore new, unfamiliar areas. The second a "horror" game has checkpoints, it's not scary, hell it's not even tense.
Metal Gear Solid 3 has a section that has you encountering everyone you killed as ghosts.
Make failure inexorable
World of Horror does it pretty nicely, too bad the game can't be scary.
Like FEAR, make everything worse and worse until you fail or win, but if you win, you have to feel like you only slowed the inevitable and something that can't be defeated is coming.
