Simply false. Notifying enemies through gunfire is even a commonly used strategy. Look at this video, where near the start of the level, he fires 6 shots at the ground which is loud enough to alert guards to make them open a door so that he doesn't have to wait to go inside the room.
Literally tjhe beginning of the video. 0;30. You shoot an enemy at the stairs right in front of that tunnel, yet the enemies standing at the entrance of the tunnel don't even react.
That's still more than triple the performance of GoldenEye.
