This isn't just a chinese company owning some Valve shares, this is Gabe having a direct relationship with CCP. Steam has a China market and a USA market. I don't think it means Valve necessarily has a relationship with the CCP, they're just following their law. However we all know when the ccp asks for something specific usually it's granted, there is history of companies giving CCP what they want such as specific information.
It's pretty ironic that a couple decades ago people thought if you just gave China economic freedom and a free market that social freedom would come with it eventually, that the CCP wouldn't be able to keep it up. But it's actually had the exact opposite effect. China has been able to give some free markets, open shit up and let people make money, have access to whatever it can buy. But the cost is you cannot criticize the government at all. This was true 4D chess by china.

That's the whole reason Steam China even exists. Gabe noticed that there was a massive influx of Chinese users. It got to the point where Chinese overtook English as the dominant language.
So Gabe immediately took care of the issue with the whole 'steam china' initiative. Basically gives them their own separate version of steam they can use and lets them have most of the control over it.
That's how it works, to do business in China you need a CCP approved partner company that resides in China. So anyone doing business with chinks is basically in their pockets overseas
