You already have a thread up about this. Reposting:
[separating China from the West] is the whole reason Steam China even exists. Gabe noticed that there was a massive influx of Chinese users. It got to the point where Chinese overtook English as the dominant language.
So Gabe immediately took care of the issue with the whole 'steam china' initiative. Basically gives them their own separate version of steam they can use and lets them have most of the control over it.

The problem here is, that everything implemented in the chinese steam is going to become our steam in some years because it will be easier to just program one client and not two separate ones. Hopefully this scenario is far far away from us but we all know that after money is only crypto and everyone is chipped, this will just be one of the last things to come too. Also another problem is that by separating these usergroups he bows down to the chinese goverment and my guess is that valve does this because else china would ban steam completely and make their own (which is crazy to think of that this didn't happen already. Tencent is able to build something like steam in less than a week and make it better).
