The Legion, is indeed civilized. Of course, it's a dificult concept to understand to an unworthy and morally base, self-interested profligate such as yourself, as civilization to you would mean casinos, brothels and other dens of vice. The concept of virtue and duty for the greater good is unheard of to you. The Legion's lands are by far the safest, cleanest and free of moral corruption and greed, while those of the West are in constant discord, which mostly comes from the profligates themselves succumbing to vice and turning against their own for their own self interest.
