It probably isn't applicable in this particular case, but there are many times a Japanese game has been "censored" when coming to the west not because the devs thought it needed to be but because they were going to run into shit with the ESRB, or at least were afraid they were going to.

Nope. It's not censorship. The developers are not being suppressed, their designs are not being prohibited in any way. Unless you can prove that an outside entity is forcing these changes under severe penalty, this is merely a change, no matter how one likes or dislikes it.
