There were a bunch of Sonic cartoons and comics licensed out to different studios at the time, most of which had their own set of characters. All of these operated independently from each other and from the game development at Sega. It just so happened that Sonic Spinball was given to a western team who decided to include references to the US comic characters. There was also a Sonic SatAM game pitched to Sega around the same time which never got greenlit.
