bought a 980 ti used for $400 five years ago. waiting for the 3080 ti. rumored 20gb of vram.

Show me where you can get a new 1070 for $250 or less, because that's the most you should pay before you decide to get a faster 5600 XT instead.

Where did you pull that number from? The 3080Ti is going to have 12 instead of 11. That sort of vram amount is for workstation cards, not gayming.

Not really, there's a dedicated PC build thread where you can ask what you should get and with the new 30xx cards coming in August/September threads have picked up. It's just that the general opinion is well-established and there's enough crossboarders to ask on Zig Forums or /vr/ or /vg/ what you should get if you don't want to ask in /pcbg/.
