Sega's new CEO, Haruki Satomi, is very, very lenient. He's instructed Sonic Team (or what little that remains of it) to take as much time as they need. This is the first game in the entire fucking series to be developed without a strict deadline.
The majority of Sonic Team are utterly apathetic, but Satomi and Takashi Iizuka(the guy with big teeth in charge of Sonic Team) do legitimately want to make a good game.

Sega restructured its IPs so SoA could be in charge of the Sonic brand and even Izuka resides in LA. That's why Webber is confident about news of the next Sonic game, it's being developed in the US.
