I can kill the president but if I get on my hands and knees and say "I surrender" i'll be fine but if I trespass and the police ask me to stop and I start fighting the police well now I'm an immediate threat and no cop is going to say "Yeah I'll risk my life so this random guy can be a retard". No they'll just kill you because you are an immediate threat.
