Terror games are what need to be made. Fearing what you can't see or understand. Early game Subnautica is a good example.
At some point the game locates where you live and takes a google street picture of your house, pixelates it a bit and puts it in a creepy room along with looming threats

Many years ago on Zig Forums, somebody posted a thread about some funny Sanic game we should all play because it's funny. I don't know why I was so stupid as to download something from Zig Forums but I did. It was exactly as shit as you expect, an MS paint Sonic in a green background. Lasts for a few seconds. The scary part was that then it's start doing all that terrifying shit that makes you realize you've just installed deluxe malware like a fucking idiot, doing shit by itself and making the command box appear and minimizing/opening windows and so on. Then it changed my desktop to a screenshot of the exerocist girl or something and plays a loud scream, and then it went back to normal and I closed the game. I uninstalled it and ran a full scan and so on. The scary part forever after while I owned that laptop was not knowing what was installed on my laptop and expecting that there was some screamer program that might pop up at any moment, but I had it for years after before it eventually blue screened and nothing ever happened.
Normal decent npcs start saying very weird things and acting unusual. They never become hostile, but it's almost like they're all compelled to do something, to go out and "look at the moon".
They attempt to convince you to do the same but will never force you.
Around this time you meet another npc who is also seemingly unaffected like you the player. They have a gun
Obviously the game itself would have to run at 60fps. I meant that it has the illusion of being 30fps.

Game runs in 60fps, but most characters have fewer steps in their animation cycles so they "appear" to move like a 30fps game.
according to what I've read on Zig Forums a 59FPS monster in a 60FPS game would be just as noticeable and scary

Said operator develops into what amounts to the Caim of FPS protagonists. The cult is horrifying, but you're worse

More horror needs to hide the scary stuff, make you look in the shadows for it. Keeps suspense up while your brain fills in the blanks with fear.
