Because the team that made Dark Souls 2 didn't give a shit about Dark Souls' abysmal lore (because it's fucking retarded) and instead opted to put stuff in the game that was cool. Unfortunately, the third game had to go back to pretending there was a coherent story when everyone with 50+ IQ knows that there isn't one.

I'm specifically asking about Gwyn in this case, everything revolving around Ornstein is a mess.
Also, Gwyn's lore is basically contained in Dark Souls 1, while Ornstein's isn't.

It seems likely that we kill the real Smough in DS1, we find his weapon and armour just below Anor Londo in DS3. Given the DS3 story of Ornstein leaving his post to search for the Nameless King, it seems likely that Gwyndolin replaced him with an illusion before we had our fight with biggie and smalls.
When are people going to learn it wasnt Orstein? He was smaller than the real one and his armour was a different colour, it was just a random dragonslayer for an epic reference

It does seem like someone cosplaying Ornstein, the same way we see knights cosplaying Havel throughout the series. It certainly doesn't make much sense for the Old Dragonslayer to be the real Ornstein, especially given all the dark magic he's using.
Because he looked cool and had a better 1v1 move set than big boy, so the devs figured they'd port him as it would take no effort and would give an enjoyable enough fight and let players get cool looking armour. Any other answer is horse shit.

Havel didn't have an army. He was just a knight in Gwyn's army happened to be a badass. Artorias was the lone wolf, Ornstein was the knight captain, he lead all the knights of Gwyn's army.

I always saw ODS as one of Ornstein's knights that got corrupted by the dark, and Dragonslayer Armor as another Dragonslayer Knight not under Ornstein's command, and with a different method of slaying dragons. I imagine the Dragonslayers were a fairly large sect of knights
