Because the tube top is saggy. It doesn't compliment her figure because it appears to be too big. If any of you have ever seen a woman wearing a tube top, you would know they always wear ones which are tight because it works with the figure. It would look fine in modern graphics if they stuck with it fitting perfectly to Jill's figure. I don't know how non-existent it is in this game because I've not checked it out, but I would say they've not really given her much of one because the developers said they didn't want to make her sexy. Like, what the hell. If anyone were to come out of a 20 year coma today, I would bet they really think the human race is even more doomed than before because now sexy women are taboo.

For the same reason anime outfits look cool in anime but like cringe shit IRL, since anime is so stylized your brain reads it as fiction and allows a ton of excuses for everything.
The old Jill, while attempting to look real was still obviously a fake 3D model and your brain read her outfit as something that "works" within that scope, but the new one looks far more real (still not actually real though) so the outfit feels wrong because it's fucking silly objectively. You're subconsciously applying more real world standards to a game because of the level of visual fidelity.

She's a far cry from the original model in terms of sexy. They changed her clothes and her attitude to represent this. I should've worded it differently. They didn't want her being sexy a focus, say what you want but I personally found all the changes to the game, story and characters to be overall very disappointing.
