What's so overpowered about this? Brimstone is good, sure, but getting flight on top of that doesn't make it game breaking

Flight and speed is good but it's not game breaking, you can certainly still lose.

Flight on its own is already really useful, especially with the items that increase move speed, top it off with an infinite range/strong damage compared to firing individual tears/piercing and 'spirit' (passes through obstacles) attacks and you're set for the majority of the floors. Once you start picking up more items you'd be a fool to lose after that (unless you're heading for Delirium which is more about gamebreaking or defensive combinations)

Side note, explosion immunity breaks some bosses completely. Ultra Greed is hilarious with it, you're just getting bounced around the room with nothing happening to you

These two items have zero direct synergy. Brimstone + Tammy's head is a broken synergy. Brimstone + Ludovico is a great synergy. Brimstone + Lord of the pit is just two good items with no interaction.

Terraria devs have always been like this too, I occasionally agree with the nerfs (e.g. Reaver Shark fucking up early-game progression, fuck fishing) but they just keep trying too hard

It's not necessarily the synergy, it's about several very useful abilities being given at the same time
If you want to talk about synergies, how about Brimstone/lasers + psychic tears
