Can't really name any games with something really good, but Rage comes to mind since enemies at least tried dodging fire while running at you.

Halo has always had very impressive AI. Either that or FEAR, I'd say.

honestly just watch how horribly the AIs drive or manage to jump out in front of you in Far Cry 4 or 5 is, here's an example I vividly remember in 4
