Deep down was developed for the panta Rhei engine which was meant to replace MT Frameworks. Since RE engine exists and fulfills the exact same purpose its existence was made redundant. That's my guess anyway.

Deep Down was supposed to be the flagship title for the Panta Rhei engine was working on but the development of the engine hit a snag and so this forced DD to be put on hold
Capcom reworked Panta Rhei into RE Engine which will probably be their proprietary engine for the next generation
