depends where in the world you are, and in the states it varies by state. It's considered "Predatory pricing" and is generally considered anticonsumer, and in some areas their competition laws stop it, because it's seen as appealing to less affluent people in an unfair manner that another company may not be able to compete with (IE selling at an enormous loss)
There's a bajillion ways around it though, claiming it's just a sale is the most common.

sony is paying a premium for 12 very fast NAND chips. microsoft's SSD is half the speed but will come out at under half the cost. probably around a quarter of the cost since 2.4gb/s SSD's are very common now and it's also only using a pcie 3.0 interface.

its vram is 100gb/s slower than the xbox vram across 10gb. it's ssd is probably the fastest consumer ssd right now at around 2.5gb/s faster than the xbox ssd at raw speeds. in practice games won't be much different outside of the usual higher resolution, more stable framerate etc on the xbox. with that being said though if the xbox is cheaper whilst providing a better experience (like 360 or ps4) then there's pretty much no reason to buy a ps5 till its cheaper than the xbox unless you're some deluded fanboy.

the primary factor affecting the cost of SSDs is NAND chip density; the controllers sometimes add a bit more cost, but often single digits of $s.

the most expensive components on motherboards are easily capacitors and the motherboard chipset; are you trying to imply that the SSD costs more because it requires a pci-e 4 southbridge? but the ps5 has its own custom southbridge, so what does it matter?
