This is wrong, the Flood are contained entirely within the galaxy. Their ultimate goal is reaching the galactic stage in which they planned to expand to all other galaxies upon conquering this one. They nearly achieved this when they were finishing mopping up the Forerunners but the array fired and you know what happened next.

The precursors were extragalactic in origin though, it wouldn't be so absurd to think that some of the ones who escaped and turned into dust or went into suspended animation decided to do so outside of the galaxy.
