Mega Man is a pretty simple robot. His personality is more or less static and he just does whatever Dr. Light wants. It's actually more in character for him to act like the Japanese version. Robots in the Mega Man universe wouldn't become capable of complex emotions and having their personalities change over time until around the X era.

Explain Proto Man and Bass then.

They don't have complex emotions. You can see this in how they behave consistently between games (at least they did up until 9, haven't really played the games after that so I couldn't tell you).
