The game got really good reviews and sold almost 2 million copies. It didn't flop
The massive failure wasn't the game itself, but the company which managed everything absolutely horrible. They basically spent 4 years hiring highly-paid top members to their team while making basically no progress at developement until they bought Big Huge which was actually developing the game that exists now, Studio 38 basically just used their story, lore etc and finished the game, after doing jack shit on their own for 4 years
