There really isn't anything stopping Noble six from fighting however he isn't a line officer and also a pilot which puts him a little different from say a typical butter bar JO.

Also Master Chief rank is a pretty hard as fuck achievement especially in a blue to green/brown water navy role.

Looks like he might be taking on a leader role in Halo Infinite.

Spartan-II program was never meant to be an officer training program; it was meant to create wetwork specialists. Spartans IIs were meant to double as elite soldiers and also propaganda tools. He's not fixated on a field commission because he was literally, mentally reprogrammed to not care about it. Spartan IIIs are a different case because they were not given the mental reconditioning and instead just given the physical augmentations and told to go fight.

Also once you reach a certain tenure in Specwar rank really means dick. You're pretty much expected be at the top of game even education wise. I don't know anyone who doesn't have a bachelors or at least isn't working on one with TA.
The same can be said for equipment/uniforms you can use what the platoon can budget for/appropriate for the mission.

he doesn't give a shit and effectively holds the authority of an Admiral anyway because his ONI handlers give him extremely broad mission parameters so he can do whatever the fuck he wants

Also has the head of the entire Human military on his side with complete trust, Lord Hood defers to Chief's opinion when it comes to attacking the Ark instead of defending Earth itself. Hood does the same thing in Halo 2 where he let's Chief take out that ship without even asking for explanation on how he'd do it

he really wasn't, that's 343 fanfiction. In Bungie's lore he was still referring to her as equipment during Halo 2. They worked together for only 3 weeks total.

you only see noble 6 for a few days in reach where he has to be constantly fighting.
Before that it stands to reason the whole noble team would have paperwork to fill out in their downtime.
