Bad frametimes matter more than the base framerate. Alternating between 40-60fps makes it look stuttery and makes input responses more inconsistent.
Preety much this. I'd take 4k at 30 fps on my 2k screen on my living room all day. Looks pretty decent on any Nintendo games.

I have seen native 60 FPS film dude. I didn't care for it, but higher framerates are good for shit like sports broadcasts and livestreaming. Also it logically follows that vidya footage should be recorded as close to the original framerate as possible.

Not really, if you have freesync/gsync on and framerate in excess of something like ~90, you can have surprisingly large inconsistencies without really noticing it. Of course, stable is always better, but the higher you go, the less something like 10 FPS fluctuation matters.

I saw the hobbit at the movies in high frame rate and it was shit. The movie itself was also shit so you aren't missing a damn thing.

I think it's because it triggers the telenovela effect in us, maybe if it became the standard people would stop feeling it's off, but it's more expensive to film movies at higher framerate and has no actual advantage so why would they?

The term is frame pacing or microstutter. When frames do not display at the same interval, it looks like shit. You can have an average 59-60fps but it dips down to 10 fps every tenth frame, suddenly you have a jitter from shit not moving evenly several times per second.
Freesync and Gsync completely change everything.

a 10fps fluctuation at 30fps is a 33% fluctuation.
If your fps is jumping around between 80 and 120 it's still going to be headache inducing
