Eh, I never got people's obsession with 'family' myself, so that's probably why I don't get it. I walked away from my own without a second thought at age 19 because they didn't respect me and kept undermining my self-confidence. Not even abuse, they were just generally negative and kept trying to force their ideas of what I should want out of life on me, I told them as much, told them it was a problem for me, and asked them to stop, they didn't, so I left. Easy as that. Now I see them once every 2-3 years on average, and even then, if they start treating me the way they used to, I just get up, walk out, and leave.

The whole attitude CJ's family seems to have reminds me more of hearing an user talk about WoW addicts. How people would start getting bored of the game and talk about wanting to quit, and their entire guild would get mad at them and guilt trip them to convince them to stay and keep playing. They were just addicts, but desperate not to be alone in their addiction, and it sort of steamrolled into this attitude that vilifies leaving the game and people going on and on about how important it is to 'stick with' your guild or whatever.

sweet was always garbage as a leader. you see this as grove street and other familes from different set completely fell apart once cj left. cj also constantly wants to move to greener pastures and out of the hood. so cj, after taking control of all of los santos, probably ended up giving complete control to sweet, thinking that there isn't any conceivable fucking way sweet can fuck up the hood again.
lo and behold, sweet is a retard and grove street ended up where it once was before cj's leadership again.

So... is the game trying to say this is a good thing?

This is correct. Sweet and CJ have lived their whole life in the ghetto. Only after CJ sees how much there is to outside of los santos later in the game does he realise that he can become a successful businessman with a casino, a garage, a house in the hills, all that stuff.
The ghetto mentality is very real, Sweet has never experienced those kind of stuff and he doesn't want to become a busta like CJ was when Brian died. He wants to fix the ghetto, get rid of the yay, get rid of the ballas trying to kill his homies, make the place better for him and the grove street boys.

What does this mean?

Sweet wanted noble conquest and glory in the afterlife. To him this was a spiritual crusade against the Ballas. CJ was too fixated on the material world and sought validation through this sick, decadent, degenerate society. But even with all his flaws, Sweet could never abandon his brother.
