I don't know the context, but if they're pointing out the left as an example of bad design compared to the right, they've got a point. The left one is noisy, has a less attractive silhouette, and is covered in unnecessary details.
It's not so much good vs bad as it is having a design that fits the art and animation style. The right one is obviously better for its style, while the left one looks like something pulled from DeviantArt.
Depends what they're going for. Left is clearly more attractive, but attractive isn't the same thing as good design. The styles are entirely different. Right could be a better choice if they're going for something that's supposed to be ugly (which could easily be the case for an aquatic evil monster woman).
I'd have to see it in context, and I don't want to watch the video.
